If there is fire burning in the oil on top of water is the water hot or cold?

Was watching Poseidon and saw the people swim under the water and curious about the question. If there is fire burning in the oil on top of water is the water hot or cold?
Water temperature would change very little. Oil is a good insulator. Watched the movie with a friend and we trashed it. Producers might never have even been on a ship, much less worked on one.If there is fire burning in the oil on top of water is the water hot or cold?
The water would heat up slightly, but not enough to detect. Heat radiates upward.
cold
