What are the factors in the incident of oil tank in fire or leakage?

I am looking for the factors has influence during incident control like oil tank fire incident or oil tanker leakage.What are the factors in the incident of oil tank in fire or leakage?
wind direction and wind speed are definitely factors to consider when looking at incident control. Also, the area the incident is in. There are different classes for areas depending on how far you are from a highway or from residences, etc.





Also, you would want to consider how far you are from an ignition source in the case of a tanker leakage.





You would want to know the composition of the oil. For instance, you would want to know the API gravity, the water in oil concentration, what gases are present in the oil (hydrogen sulfide and other poisonous gases could make the incident worse).What are the factors in the incident of oil tank in fire or leakage?
